付録：.chドメイン（1987～2022年）

注：このページは2022年11月頃に記載しています。

スイス連邦共和国のドメインである「.ch」。1999年に.chドメインを取得して早（はや）四半世紀になります。毎年11月になると何も考えずにドメイン維持費を収めていたけれど、今年、維持費が高騰していたので少し気になり、これまでの系譜をまとめておこうと思いました。

1987年：SWITCH

1987年、スイス連邦私法のもと、非営利財団（公益法人）「SWITCH」が設立されます。教育や研究の分野でテレコンピューティングを活用する基盤を築き推進するという役割を担って。僕が.chドメインを取得した1999年も、ドメインの申込み、登録先はSWITCHでした。その後のドメイン維持費もSWITCH宛に振り込んでいました。

The purpose of the foundation

SWITCH was founded in 1987 under private law by the Swiss Confederation and the eight university cantons that existed at the time:
“The foundation has as its objective to create, promote and offer the necessary basis for the effective use of modern methods of telecomputing in teaching and research in Switzerland, to be involved in and to support such methods. It is a non-profit foundation that does not pursue commercial aims.” (Excerpt from the deed of foundation, Berne 22 October 1987)https://www.switch.ch/about/foundation

ドメインを取得して12年目、2010年7月14日、「Customer information: correction of deliberate misinformation about SWITCH（お客様情報：SWITCHに関する意図的な誤報の訂正について）」と題したメールが届きます。このメールでは下記の通り、.chドメインユーザに注意喚起しています。

• chドメイン保持者は、巷のドメイン登録業者から「SWITCHは今後ドメイン登録をできなくなるから」という理由で、.chドメインからの移行を促すセールスを受けている。
• SWITCHは2015年まで.chドメインを登録・管理する契約をスイス連邦通信庁と締結している。そのため、今すぐに.chドメイン保持者がアクションを起こす必要はない。
• SWITCHは2015年以降を見据えて子会社switchplusを設立し、既に.chドメイン登録、及びホスティングサービスを開始している。

Dear Mr (my-name),

You are receiving this e-mail because you have registered one or more .ch or .li domain names with SWITCH. At the moment, customers of SWITCH are being asked by third parties to transfer their domain name from SWITCH to a different supplier. The reason given for this is that it
will soon no longer be possible to register domain names with SWITCH.

In order to prevent any misunderstandings and uncertainty, we would like to correct this misinformation as follows:

SWITCH registers and administers the .ch domain names on behalf of the Swiss Federal Office of Communications (OFCOM). The contract between SWITCH and OFCOM runs until 2015. It is possible for the contract to be renewed. You are thus in good hands with SWITCH and do not need to take any action.

With the setting up of our subsidiary switchplus, we have laid the foundations for the future – independently of our contract with OFCOM and its renewal. switchplus already offers e-mail and web hosting in addition to the registration of domain names.

As an independent foundation, SWITCH has established the internet for the Swiss universities in Switzerland. We make a key contribution to the stability of the internet and offer high-quality services for universities and third parties.

前回の注意喚起メールから更に４年、ドメインを取得して16年目、2014年9月25日に以下メールが届きます。
SWITCHは翌年2015年から.chドメインの販売と顧客サポート部門を切り離し、認可された複数のドメイン登録業者（registrars）に移譲すると。SWITHは公益機関という位置付けからも「DNS管理やインターネットの安全・安定の確保に専念する」ということです。ということで僕も来年までに移行先のregistrarsを一つ決めることになります。前回メールに「SWITCHは子会社switchplusを設立」とありますので、詳しいことがわからない僕としては、流れとしてswitchplusを選んでおくのが無難です。

Dear Mr (my-name),

You have registered your domain name with us. Thank you for placing your trust in SWITCH.

From 2015, we will be handing over the sale of .ch domain names and related customer support successively to our business partners, the registrars. What this means for you is that, as of next year, you will have to transfer your domain name to a registrar of your choosing when your subscription period ends.

We will send you a letter with instructions three months before the end of your subscription. This will explain how you can transfer your domain name to a registrar in just a few steps.

You do not need to do anything until you receive the letter.

The federal government’s Ordinance on Internet Domains is expected to enter into force on 1 January 2015. Among other things, it stipulates that only registrars may sell .ch Internet addresses. The SWITCH foundation will in future focus on operating the Domain Name System and on ensuring that the Swiss Internet is secure and stable. SWITCH and the Federal Office of Communications (OFCOM) have defined the transfer process together, and it has been coordinated with the registrars.

2019年：switchplus → Swizzonic

2019年11月12日、社名変更のメールが届きます。ユーザはアカウントもドメイン維持費用も変わらず、何の影響もないとのことです。

2022年：Swizzonic：サービス内容と料金の改定

＜料金改定＞

今年11月（2022年）、来年のドメイン維持費を振り込むときに振込料金が高くなっていることに気づきました。毎年約15CHF（1,500～2,000円程度/年）だったものが25.8CHF（円安の影響もあり4,000円/年近くまで）に高騰しています。この価格高騰を機に調べてみると下記メールが見つかりました。

2022年4月29日に「サービス内容と料金の改定」に関するメールが届いていたのです（完全にスルーしていました）。
まず驚きは、今年高騰したドメイン維持費25.8CHF/年は「改定後料金38.2CHF/年の初年度特別32%ディスカウント価格だった」ということです。来年からはしっかりと38.2CHF/年です。このディスカウント分を相殺するくらいに大きく円高に戻ってくれればいいのですが。メールには料金改定の理由が「Covid-19を含む昨今の情勢による、サプライヤからのコストと価格上昇の煽りを受け」とあります。

＜サービス改善・拡充＞

上記メールでは、価格改定のお知らせと同時にサービス内容の改善・拡充が説明されています。メールに添付されていた比較表を見ていて、これはかなりのサービス改善・拡充だと気づきました。

価格は２倍以上に上がっていますが、同時にこれは（強制的ではありますが）サービスの変更を伴っていますね。今までの「ドメイン維持サービス」から「レンタルサーバサービス（ホスティングサービス）」への移行です。このサービス拡充内容を見ると、価格上昇もやむ無しと理解するユーザも多いのではないでしょうか。まぁドメイン維持サービスだけで事足りるユーザにとっては改悪ということになりますが。
